    Monetary policy 101. clearly effective balancing of the public sector books (so called austerity=linked to fiscal policy) which is defacto balancing income and expense as every private company has to do (or go bankrupt) combined with stimulus provided by monetary easing see (US QE1,2 and potentially 3 if needed) as well as indirectely by BOJ inflation target setting will be the fuel to get economies going
